The JMP and the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS: http://glaas.who.int/) are responsible for monitoring of drinking water, sanitation and hygiene (WASH) including for SDG targets 6.1 and 6.2 (JMP) and 6.a and 6.b (GLAAS). Together, the JMP and GLAAS teams have launched a two-year project to identify indicators for monitoring ‘climate resilient water, sanitation and hygiene (WASH)’ at the global level, to support progressive integration of information on climate resilience into national and global frameworks for monitoring WASH.

This background document clarifies the purpose of global and national monitoring, and the scope of indicators, measures and methods that should be considered for inclusion for this project. It also presents a conceptual framework that locates these indicators, measures and methods in relation to existing theories and definitions of resilience and related concepts in climate change adaptation.
